action blocks gone!

Hello,
I just started using SCRATCH version 1.4 and tried searching what blocks I could use. My motion area was empty, and others were half or completely full. I know the basics of SCRATCH, but this stops me completely. How do you get the motion blocks like <move(  )steps> and so on?

Re-install Scratch. It must have gotten corrupted.
