Exactly. My forums only has three users, and one of those was a commercial spammer! But until they've been in existence for three months, it's unlikely that that will change.

It used to be longer - originally it was a six month requirement.
The reason why it's three months is that it takes time for a personal forum to fairly be well-established. A website that has been in place for a longer period of time demonstrates how well-grounded the site has been.
