I am intending to use MUGEN for one of my Scratch projects. If you don't know about the game engine then here is the link to explain the program to you: http://en.wikipedia.org/wiki/MUGEN
I hope that this will help you to find out which programs I am talking about.

Ok, I understand now what you need. Is this sort of what you mean: "I'm trying to open something I made in MUGEN into scratch?" "Is that possible?" The answer would probably be no. Although you could design a proeject in scratch based on what you did in MUGEN.

I'm not very experienced with that sort of stuff, but I don't think thats possible. Unless MUGEN was formed off of HTML which I think is what scratch was made off.

scratch is made in smalltalk or squeak not html, though scratch does have internet functions

Squeak Smalltalk.
And no, Scratch sadly can't open external files (other than projects, sounds, images, etc. Which you can import) or programs.
