You only need an account if you're planning to upload the project to the website. So, if you are planning to upload them, then it's your choice as to whether or not you want them to have separate accounts; you could just have them all upload their projects on the same account. If you're not planning for them to upload them, then you don't need an account at all!

Agreed with Redrocker, when you upload your projects they have a choice of username and password. They CAN upload on the same account, but It just may be a bit laggy I would recommend for your student's not to have alot of sound in their projects if you are uploading on one account, or it would be very slow and chaotic. Just a tip!

It really depends on the usage, as some others have pointed out here already.
You might want to try asking around at ScratchED, a website for teachers and educators using Scratch, for some ideas one how to approach Scratch usage for students.

As an experienced teacher with the Scratch program, I had my students create their own accounts, so they could go ahead and post future projects outside of class. While some classes use one main account, I disagree with this concept. When the student creates his account, he can create as many projects as he wants. However, when one big class account is used, the student can only post on it until the class is over.

Well, as long as you don't make them have a user like D8student19 or something lame like that, I recommend it. I have had experience with my teacher doing that once. I closed it and uploaded the projects to my main account (this) then removed them like 5 minutes later
Just a warning, some may not want to keep the projects up even if they get an account.

It could go either way--the students could all share one account, or they could all make their own. If they all shared the account, they would all have to know the password, and if one started to feel rebellious and mess things up...well, let's just say that would be bad. Making them each have their own account with their own passwords might be the safer, easier thing to do. But you can decide.
