I don't believe so, I can still see my files and I know that my computer is set to hide some files.
Just to double-check: Are you looking in the same space where Scratch installed? If Scratch is installed somewhere else other than the Programs Folder, then the Sounds folder would be elsewhere.

If you have Windows 7, or a computer with a search bar, try searching the name and open the file it was in (by right-clicking) You SHOULD find that file in no time. If not, I'm sorry but I can't help D:
