New forum pages.

Sometimes when i click on a random discussion in a forum they say to click here and it will lead you to a forum. So when i click on it it directs me to a page that looks similar to the scratch forum but it has a different logo and different name and different tabs,etc.

Can someone PLEASE tell me how people make those forums and tell me the instructions so i can make my own. I am just curious
