On the signup, I noticed that it now says that people are discouraged from creating multiple accounts, in case they use them to "game the system." What exactly does "game the system" mean in this case?

Probably going around and loving/viewing/downloading their own projects.

Um, to skip that part, go to http://scratch.mit.edu/signup
When you go normally, it says confirm_signup in the address bar, when you click continue, it deletes confirm_ part.

Yes, that is exactly what we are trying to prevent. Some people have been creating multiple accounts so that they can use the extra accounts to inflate the loveit/views/downloads/remix statistics on their projects and get to the Front Page unfairly.
There are many good reasons to have multiple accounts: Houses that have more than one scratcher in them, School systems, maybe a separate account for testing stuff out. But making multiple accounts just to "game the system" (fool the Front Page selection logic) is not a good reason and does not follow the Terms of Use.

So, I'm allowed to have multiple accounts, as me? If they are for different things i.e stop global warming and games???
Personally, I think that would be a good use of multiple accounts (different interests) as long as they were not used to game the system. But, I will bounce it around some other Team members and see if we can get a firm ruling

I think the warning should have a better explanation. I hope we all can work towards a clean and simple warning that any Scratcher would understand. This is the current warning:
The following accounts have already been created from this IP :
"username"
In most cases we would like to discourage people from creating multiple accounts. If the accounts are used to game the system this could lead to getting blocked from the website.
What do you want to do?

Well, to skip the process, do this
When you click signup, the URL is http://scratch.mit.edu/confirm_signup
When you click Continue, the URL is http://scratch.mit.edu/signup

So, this warning is a result of the Doody incident? Or was it like that before then?
