This isn't spam. 
Well, what you are talking about are animated gifs. They are special image files.
One place to them is GifSoup. You can make your own, but its kinda hard.

I animate icons on GIMP. I have made two working user icons already. GIMP is a free program that you download. I used this project to go through the steps to animating on GIMP. Download GIMP here!

You can use GIMP to animate a picture. Look at a Tutorial I made (with my other account) o see how to do so. It's German, but there are pictures and I think you can understand it

Now to make a pic move , its called GIF , you can either draw the GIf yourself, or get it from somwhere.You can draw a picture yourself using any drawing program such as gimp, or paint. you save these in your computer and then go to gickr.com upload them, and save in your computer and then use it for your imge. link to gickr :

you take an animated gif from online. drag it to your desktop if you have a mac or "save as image" on windows then change picture,select the gif file then BINGO! you got yerself a movin image!
