If you know BBCode, yeah. And it's free. It comes with a Cash plugin, a Smiley maker and even a chatroom function.    All for free. However, Scratch won't let you link to sites with chatrooms, so be warned. Of course, you don't have to use the chatroom, or the PMing.

I've had many forums
They've all died so quickly (Getting people to join is the hardest part, but I don't think you'll have to worry about that)
