Who are they?
I don't know what some scratch statuses mean. please tell me if you know.

The Scratch Team are the administrators on the website, and most of them are MIT students who work on Scratch. Scratch Team on the Scratch Wiki.
Curators are ordinary users who, for two weeks at a time, feature projects on the Front Page. They curate a project simply by adding it to their favorites. Curator on the Scratch Wiki.
Community Moderators are users who moderate the site, removing inappropriate content on the rare occasion that there is, move forum topics to the correct board, and just generally help out. Community Moderators on the Scratch Wiki.

The current community moderators are coolstuff, demosthenes, Harakou, JSO, MyRedNeptune, and Lutz (who hasn't been on in years).
Former moderators are Lanie, fullmoon, Wolfie1996, Jens, kevin_karplus, illusionist, KajTheModerator, and Dazachi.
The current curator is VirtualClown
And all the Scratch team members that I can remember are Lightnin, Paddle2See, andresmh, cheddargirl, mres, natalie, karenb, paulmedwaladmin, ricarose, mres-admin, RitaC, johnadmin, ericr, tammy, jay, sdg1, and chrisg.

They're involved in the development, whether it be the program or the website.

what do they do?
They select projects to be front paged. The last three projects in their favourites are front paged.
community moderator
what do they do?
They make sure that threads go in the right forum, delete spam etc.
