How do I explain this...
Toddlers and babies, just copy off what their elders, guardians, or parents do. Also, sometimes, parents influence their children to 'kiss'. It's not romantic for them. I don't see anything wrong with it. As it's not harming anyone, and the toddlers do not understand what it means. I don't believe it's right for parents to force their toddlers/babies to 'kiss' because it looks cute, though.
