Believe it or not, its easier than you think, I've seen it happen. For example, a user go to the Show and Tell forums complementing on a project, or gives a greeting on the New Scratcher forums, or comments on how helpful a tutorial thread is - all of these look like legitimate posts.

I see your point with that, maybe we should seperate misc a bit more?

In order to get in you need to be a Scratcher, on misc your post count will start again (like with the TBG), 100 posts will allow you to have a signature and 500 will allow you to post pictures and URLs. I think this'd work much better, as spamming on misc is much harder to do and it will be noticed.

Separating Miscellaneous from the main forums is one option at this point. It's been in talks with the ST and mods for a while, we're still currently talking about the pros and cons about it since moving it is likely to have lots of consequences, good and bad.

The thing is that, since the coming of Scratch 2.0 is also likely to involve a site change, changes to the forum structure is also expected. So whenever some suggestion of a website change is given, the design of the website is also taken into account. Think of it this way, since the website is definitely changing (expected to be in 2012), it might not be viable to make so many changes now, it could be better to make changes with the coming of 2.0.

Beh, it's a complex issue (at least for those who are wholly involved with the website development and design). I think I can safely assume that the rest of the ST is open to hearing any suggestion still out there that can serve as a good solution while keeping in mind the future of the site.
