You go to the kikwi village, go right, keep going up, cut down the trees that are blocking the path with your sword, go forward, take a left, go down the hill, cut the rope with your sword, dash and jump onto the rope, swing over to the other side, and there he is.

He should be a really huge kikwi near a large tree on a raised bit of ground that you have to get to.

He is on a platform in the middle of the woods. theres a path with some deku babas, at the top you cut a rope and swing over to the kwiki elder. he looks like a boulder from afar, you can try dowsing to find the platform.
