i want to be a mod
i use a school computer so some forums are blocked 
do you know any where i can?
why should i be a mod?
i am on a lot
i will look at all reports

But they never specify that they want to be a mod on Scratch.  It sounds more like they are interested in modding on a Scratcher-created forum site, which might have different requirements ("do you know any where i can?").

My suggestion, if that is the case, would be to become active on those sites and then ask there.  See the list of sites currently approved for advertising for some possibilities.

You can't just earn mod by making a topic. You'll need to enter a Mod Election. But you have to meet the requirements first.
