1st question - Sticky means that it's always at the top of the forum no matter what.
2nd question - In order for a topic to be stickied, it needs to be done by a moderator/member of the scratch team. This is when something is important needs to be at the top (ie - suggestions that have already been made in the suggestions section)

A stickied topic is a topic that the mods or Scratch Team thought was so important that it needs to be seen by everyone. They do this by putting it at the top of the page, no matter what
