That's really odd.
I have a sound file on my computer, and when I go to import it, instead of starting the song, it sounds like Missingno's call, and then it crashes Scratch when it finishes. But when I DO import it, it works fine. What's going on? It's the only one doing this.

What's the file extension? Scratch only supports .mp3 and .wav, and the .mp3 support is known to be a little shaky. Try converting to .wav using a converter software and importing it.

It's a .mp3.
Why would it do this? 
Also, the .wav does this.
