A lot of people are saying that they want a 1-5 star rating system, which has been rejected by the scratch team many times over. Instead, I think that there should be a spot for user-made polls.
The user could make a 5 question poll that would be displayed on their project's page, and then people could vote on what they liked. The poll would be 5 yes/no questions, created by the user, with an "any other comments?" question, which would be a question by the project's maker that can be answered with words. The answer would then go to the comments, and the maker would be notified.
The poll would be able to be flagged, so that if it isn't project-related or if it's inappropriate, it can be sent to the scratch team to be evaluated and, if necessary, deleted.
Sample:
1. Were the graphics good? (Yes/No)
2. Do you want to see more games in this series? (Yes/No)
3. Did this game feel worth your time? (Yes/No)
4. Did the sprites move too fast? (Yes/No)
5. Was the game too hard? (Yes/No)
6. What did you like about the game? (Answer goes to comments)

the thing is about theese questions is that not all projects are games. Maybe you could create your own questions?
