There's a lot of people here who make good icons for their projects. Is there a free, learnable way to make high-quality icons?

a tablet only helps if you can draw
though programs usually do make a fair difference in quality;; vector things usually look better than raster to most people, but scratch compresses everything to some point so whybother
GIMP is pretty fair for smoother lines (for something free especially)
anti-aliasing and gradients make your sprites/icons instantly gorgeous in the minds of many
or you could ask someone in requests to make stuff for you
