I have successfully ran a file on my iPad that allows me to play scratch projects in flash. I don't have to jailbreak it or use a remote desktop app. It has the full speed of a regular browser.
Limitations:
-You cannot you the arrow keys to control a project
-Multitouch isn't supported
-Dragging the mouse requires the use of two fingers.
Despite the limitations, which I am working out, I am very proud of myself.

Is it that app that lets you use flash?
Apple restricts the use of flash, good luck finding an app that supports that.
But I'll post a video later that shows it in action.

I use the Scratch.app file, which is useful mainly for listening to status updates due to lag.
