Is there an app creator thats free and easy to use? (iOS, or Android)

To create apps for the iPad, you must have a Mac and pay around $10, so that isn't free.
I don't know about Android.
Regardless, you'll probably have to know C/C++/Objective-C to make one.

I think your thinking of a thing your thinking of (
) called App Inventor. It let's you easily make Android apps by dragging blocks together, a bit like Scratch.

Processing lets you make Android apps. It takes a long time to set it up, though. The kind of thing where people just tell you "Shh... it's free, don't complain...". I could help if you remind me!

You only have to pay if you want to publish, you can make and upload for just yourself for free (not counting the mac cost and and ipad cost)
