StevetheiPad's signatures are animated gifs, that is, they have frames and they are like an animation, to make something like this, google animated gif tutorials or similar.
Best to use GIMP.

Gimp is software that is basically a free image editor. To put an image into your signature (or into a regular post), you'll have to put it online (probably using a free image hosting website) and then, as WindowsExplorer posted, put the url of the image between two img tags
