Well, there are lots of ways you can make signatures.
If you want to make it a still picture, you can use any program to draw it then upload it to an image hosting website.
If you want to make it animated, you can use online gif makers like picasion.com, GIMP, or Photoshop.
I use GIMP to make all animated signatures. If you want to know how to make an animated signature with GIMP, just ask. If you don't have GIMP, you can download it, it's completely free

I tried Picasion.com and it had too many ads by Google.
I don't think I have GIMP, though.

You can make an image using an image editing software (like Gimp, Photoshop, or Paint.net) and then simply upload it to an image hosting site like Imgur!
Once you upload the image, you'll get a link and you just put that link in your signature between the [img] tags.
