The steam folder is in program files (x86)
Inside steamapps you should see some folders, one with your steam username on it
Open that and the rest of what you see should be self-explanitory

Yes, I believe you have to download the entire game in order to play it. That is usually how it works.

Don't do moving folders at ALL costs. Trust me. My steam once broke, and I tried to move my files to my re-install of steam. Didn't open at all, and everything went 1D. I'm not joking.

windows 7 can't find the STUPID folder

Find it yourself, it works better.
