How do you become of the scratch forums?
I want to know how to become a member of the scratch forums because i haven't become on yet.

Well, it's mostly to prevent spam
When you're active enough, and have at least 3 projects, you'll be a Scratcher and everything 
Banners? Oh, signatures. Well, that'll come soon enough. As for votes... I don't know what you mean.

Well, (yay story time!) When Scratch started, everyone was a member (its called Scratcher by the way.) Then trolls and spammers came along and took advantage of the privledges (is that how you spell it?) by posting inappropriate links, being inappropriate in their banner (by the way, it's a signature) and more!
To prevent this, the Scratch Team made a rank called New Scratcher (which you are.) When you are a new scratcher, you don't have those privledges until the Scratch Team and mods get to know you.
SO, there's your answer! One more thing: what do you mean by votes?

Its to stop spammers. And by banners do you mean signatures?
