You don't need to download it anywhere. You should use the Scratch Source Code if you want to make a mod, and shift-click R to put Scratch into developer mode.

I hope you realize that in order to hack Scratch you have to download it.

Hold the shift key, then move your mouse to the loop in the R of the Scratch logo (topleft corner) and click it (while holding the shift key).
Then click 'turn fill screen off".
After that click on the grey area that just appeared to bring up a menu, and click 'open...' and then 'browser'.
The window that opens there is the squeak code editor
Play around with it, but be careful not to save changes when you exit.
There's more to it if you do want to save stuff, but I won't go there.

Yes, this is the place where you put in Scratch block library blocks. If you're still not sure about how to do it exactly, the block library thread is the best place to ask those questions.
