I'm new to the forums. I've been looking around and playing games and animations on here for a while without an account, but I just signed up. I read the rules and everything, so I'm hoping not to cause too much trouble, but I'll probably have a lot of questions once I start programming myself! I would post these questions in All About Scratch, right? Or the help forums?

Well, you might just ask some rather tricky stuff there, this forum is all about starters but you might have already seen that there's tutorials too, I think this topic's pretty much about scratch online, help should deal with everything^^

Troubleshooting, I mean. Help and Troubleshooting get confused in my mind >_<
Is this extensive wait between posts some sort of initiation thing? I don't mind the wait but I'm curious, as some people appear to be able to post faster :S

Well, that's for when the actual program isn't working or crashes.
All About Scratch is about programming questions in the program.

Well, hightide, you're a new scratcher, so you have to wait 360 seconds before posting another sentence, but soon you'll be a scratcher, then it's 60seconds only

Well, when you have the 'New Scratcher' status, you have to wait longer in between posts just to make sure you aren't a spammer.
If you stay active, you will soon be able to have a shorter wait in between.

Yeah, it makes discussions in Forums rather difficult, for you have to wait so long and keep repeating what the other person just said^^
