I guess so, and accelerating the CPU more than you're supposed to. The name is sort of self-explanatory.

Overclocking is when you change the processor speed multiplier voltage and can be done in the BIOS of not BIOS-locked computers.
The fastest clocked cpu ever clocks at over 8Ghz and is one of the first AMD processors to make this record and is cooled with liquid nitrogen.

Overclocking is (temporarily) increasing your processors speed (by altering the voltage) to beyond what is recommended/set by the manufacturer.

Overclocking is a way to get extra speed from a CPU or GPU by increasing the core speed (or more specifically on a CPU, increasing the clock multiplier) and/or the voltage going to the core(s).
Even though it seems to be an easy way to get extra power from your computer, it is dangerous. If you are not VERY careful, you can burn out or even blow up your CPU or GPU (whichever one you are overclocking). It is also a bad idea to overclock a laptop, due to the typically poor ventilation.
