Alright, here's what I personally would like to do with the server.
It'll be hardcore. Once you die, you'll be kicked off/banned from the server for something like 10 minutes; when you get back, you'll have to start over again - no going back to your house and living there, etc. I'm also thinking about disabling food, or at least nerfing it - it's SO annoying, and really hard to keep the bar full.
Also, I'd like to have a more RPG-ish setting. Basically, there's a king with a massive, heavily fortified castle. Inside the castle are also several guards. People can build in the lands outside of and near the castle, but past these is a massive, deep forest surrounding the safe lands for miles. This region also experiences abnormally high mob spawning. No one knows what lies past the forest. There are also traps and pitfalls within the forest... Not a great place to go.
Anyway, the king lives in his heavily fortified castle. Everything goes in this world: griefing, stealing, etc., although I think I'm going to have some sort of chest lock (also some way of picking locks, can't have chests impermeable). Griefing and killing are DISCOURAGED, but not prohibited. However, if you are caught griefing or stealing, something will be done about it; likely the culprit will be thrown in the dungeon.
Keep in mind, since everything goes in this world, you're allowed to storm the castle, be it solo or with other revolutionaries - but the castle is sure to be full of pitfalls, traps, and guards. If you are able to penetrate the castle, the king is sure to have a hideout or escape route as well.
Also, if the revolution fails, this is sure to prompt the king's wrath on the city.
I just think this would be cool because it'd give a large goal for the people of the server - overthrow the king - and I think it'd be neat to make the map of this.

Eh, I don't know... They'd need SOME sort of fighting ability, and I don't know how well NPCs would be able to do that.

The hardcore idea is awesome, but please not a ban, just like a 5 minute kick if you die, and if possible, be able to keep basic stuff like wood.
The RPG idea sounds good, as long as you can still do your own thing, you don't have to live near the castle, right?
The griefing if caught and ect. idea is awesome.
The rest is pretty much awesome.

Yeah, I didn't mean a permaban if you die, just a short period where you can't get on the server for a bit, 5 minutes would work. This would provide incentive NOT to die.
I'm still not sure what would happen to your buildings/chests after death. It seems unfair for it to all be taken away from you, but I don't know how else to do it... I'll have to think of something better.

Its sounds amazing, but also complex. I don't think its impossible though.
I disagree on the buildings being taken away though, that would mean that there would be constant building and breaking and building and breaking. Maybe keep the buildings, but lose the items?
We also need to sort out the role playing. I think the mods and admins should be the guards, and you the king. The rest of us can be the commoners.
Other than that, which plugins will be kept? I think a sethome would be good, and SafeCreeper and BurningMobs. We may also need a few RPG plugins.
