Hey! welcome to scratch! The reason why it says "new scratcher" is to prevent spammers from spamming and new scratchers also have the 180 second post rule to prevent spammers. Back somewhere in 2010, where not many moderators where online, suddenly lots of spammers came and spammed the forums with lots of rude images and content. The posts got removed and the spammers got banned but since then they made the new scracther status. It's a pain but do you want more spam to come? To remove the new scratcher status and become a "scratcher" you have to stay active on the main site and the forums. And stay VERY active. try also posting projects. If you don't have scratch download it here: http://info.scratch.mit.edu/Scratch_1.4_Download
