I once uploaded a project that was with a 19 MB song and it uploaded purrfectly. I think it was a server glitch i got. But scratch 2.0 will be coming in 2012 may i heard.

It's more like compression.
Scratch tries to compress projects during upload by default, the 19MB file probably got shrunk to around under 10MB during upload. 
Everything is better when you add a little cheddar, because when you have cheese your life is at ease
