No. Even with a rating you can't. Scratch is For all ages inculding little kids. Also swear words are NOT allowed. anything violent is allowed only if it's not very gory and violent and has little to no blood at all. even turning the swear words off can still get your project removed.

I don't know the EXACT rules of Scratch, but I think cartoon violence is OK, as long as it's not TOO gory...

I'm pretty sure you can't show blood at all. I also think guns are against the rules as well.
If you'd want to do it, you'd have to nerf it a lot.

Here are the rules about violence in projects:
-No swearing (stuff like 'stupid' and 'idiot' is ok, but not stuff like the F word)
-No blood at ALL
-No sexual stuff

Well, it depends on how much and how it is used....
Ive seen some projects with a formidable amount of blood.

You can, but don't post extremely bloody/violent games. Minor blood is okay, but you should probably just take all of the blood out. If you going to use guns, make them look unrealistic (like Halo, for example), it'll make the game still play the same, but not be as violent.

It depends on the content in your game. Whenever a project gets flagged and/or is seen by the Scratch Team, it can:
- be marked as FE (For Everyone; meaning it can be viewed by anyone of any age)
- be marked as NFE (Not for Everyone; which means the project is generally okay but one that the Scratch Team doesn't like to emphasize; a shooting game is a good example of such a project. Projects marked as NFE can never hit the front page)
- be removed from the site if it contains content that breaks Community Guidelines.
From the sound of your game, it does sound like you have content that is pretty objectionable, such as your option to turn off the swearing (it's not a good idea to have a toggle switch that allows for viewers to turn off/on bad content because one never knows if the person viewing the project is a young child who chooses to turn the option on).
If you haven't so already, read the Community Guidelines, as it gives an idea of what is and isn't acceptable on the site. You can also see the thread Violent Projects on Scratch for more info about how violent projects are handled in the site. Hope this info helps.
