Look down (might be on the second page) for "Downloading Sratch without installer" and someone's posted a link of a .zip file for it.

If you already have Scratch downloaded, go to the file and there's "Scratch 1.4.image" 
If you don't have Scratch downloaded, do what my-chemical-romance said.
And just curious, why do you need it?

Well, I'm on Linux and the Linux installer doesn't work for me 
even when I forced it.
It's kinda annoying to have to reboot into Windows every time I want to use Scratch
Oh, and the .image worked, cept it wouldn't upload and it wouldn't import pictures
