Is there a way to make it so that no one can download a project?

Not unless you upload it to your personal website, but even then, they still may find ways.

Simple answer - no.
One of great things about Scratch is hat you can easily learn from other; did you know over a THIRD of projects are remixes? Why take that feature away?

Okay. Is there a way, then, to make it so something that' being opened offline doesn't work?

Yes. BoltBait has a project that detects whether the project is being run online or offline. You could build on that.
