Does anyone know of a software that creates keyframe animation? It needs to either be free, or EXTREMELY cheap.

if you mean 3d, blender is free.

Blender? It takes a small amount of time to get the hang of, but it's great for animation of any sort, and yeah, uses keyframes.

Right. Blender 2.6a has something of a learning curve, and some things are hard to find (mouse-wheel-drag left on the list of sections; just look at a fluid tutorial), but it's good once you figure it out. 2.49b is a really good one, and it's outstanding for intuitive modeling, but I haven't found any reason behind the animation, and it actually only seems to work half the time for me (that might just be my own ignorance). I'd suggest 2.49b to start with, though.
