I downloaded the server software from Minecraft.net, what do I do now?

That's inaccurate, but I guess it works for the case where you don't really need to understand it.

Seems accurate to me... 
But yeah, you need to port forward, otherwise only people on your LAN will be able to see it.

OK, so your router is open to the internet, so all of the incoming ports are assigned to it, not the computers behind the router (a port can only be assigned to one device). Port Forwarding allows you to assign the port to a specific computer so that all inbound traffic in that port is directed towards it.
Since most actions on the internet are outbound requests this is not required for a lot of things.
Your router doesn't block the traffic, it just doesn't know where to send it.
