Whenever I try to open scratch, instead of scratch popping up, a window titled "Open With" and the message "Choose the program you want to use to open this file", followed by an icon that has "Flash Reader" written beside it pops up instead!

Try backing up Scratch, then re-install Scratch.
On Mac, Click Scratch.app. On Windows, click Scratch.exe.And on Linux, I'm not sure.

Back up means to make an alternate copy, to use if your original gets corrupted or lost.

here are some suggestions:
1. download an updated version of java and/or flash player
2.it might not open because scratch is very busy. exit your browser and refresh or come tomomorow or another time.
3. does your computer have any viruses? try scanning your computer to see if viruses are making it not work.
4. is your computer an older computer? maybe it's because your computer is older and scratch doesn't work with older computers.
5. is your internet connection slow?
6. are you using an older browser?
7. if none of these work try rebooting your computer (when starting computers on Windows7 press F8 rapidly and on windows xp its on accerios and computer settings.
(i dont know on mac,linux or other computers how to reboot but i will look it up!)

If you have windows 7/Vista,Did you try the "Run as Administrator" option? (Right click,Select "Run as admin")

maybe you also need to update either your flash or java. scratch runs on flash player and java.

Actually, no. The downloaded program runs on MIT's version of Squeak Smalltalk. The online player in each projects' webpage, however, runs on Flash or Java.
