post limits
Currently i have wait 3 minutes imbetween posts, when i become scratcher will that go away?

Try and get it out to the devs or scratch team that 3 mins and 1 min is too long

They wont change it. It is there to prevent spam, despite how we all hate the 60 second rule.

The 60 (or 18) second rule was designed so that spam robots and trolls can't post a bunch of spam at once.
Yes, it can be a pain, but I think it does more good than it does harm!
