Total Concatenation (mine, sorry  ) will give you the option of creative mode once you're Trusted status, which involves staying around the server (in survival mode), being kind and active, and making yourself part of the community, basically. (You don't really have to do much physical stuff (i.e. surviving, building, getting resources, etc.) now that I think about it, really.) I will have a regular creative map once we get more memory, though, which will probably be in January, when my host's plan runs out and I can switch to another.

Other than that...there's not really any other that offers creative mode in the first place (on Scratch at least), honestly. (Well, there could be some small ones that have creative mode, but none jump to mind. Apologies if I'm incorrect.) Most of 'em are all about survival.

Oh, also, you can go to the creative world on Edge of the Blade once you're Trusted there.
