If you were interested in making a game on Scratch that's an RPG, one of the most important aspects is to make sure that the story behind it is interesting. I recommend writing out the story and all the dialog in a document first, editing it, showing it to friends, etc. Once you like what you have, create characters with a wide variety of strengths and weaknesses, and weave all that into your story.
After that, it's all about programming. Make sure that the gameplay is easy to understand, and the user-interface isn't messy. Sometimes people will see a project and not want to try it out because it looks to confusing.
If you're trying to create an RPG in the forums, I would assume that you would follow the same process, just without the programming part. That was just a guess, I haven't spent much time in those forums.

Make sure it is not repetitive, any RPG has to have an element of randomization.

1. get real good at graphics
2. think of an interesting plot line (anime's usual have great ones, and some movies do to.)
3. make sure you don't have a lot of stuff repeating.
4. make an awesome title screen. ( it makes people like to play it.)
5. have at least 3 different characters (people like to have choices.)
6. make it so there are many options ( people like to feel as if there free to do whatever.)
