For scripting help, the All about Scratch forum is your best bet so I'll move your topic over there.
To make a character come out of a car can be as difficult or as simple as you want to make it. The simplest method that I can think of would be to have a hidden sprite appear next to the car at the same time as the car changes costume to make the driver disappear. A more complicated approach would require an animation of some sort with many costumes showing the door opening, character getting out, door closing, etc.

First of all, Scratch is for younger users, I wouldn't make a Grand Theft Auto game. Children get curious.
Second of all, a Grand Theft Auto game for SCHOOL? What school do you go to that allows such things?
And does the school have Scratch on it's computers? Because otherwise the project won't work.

Henley is right. Although, for the second of all, I expect that the assignment was simply "make a Scratch project that demonstrates blah, blah, and blah."

Trust me dude, there are so much worse projects on scratch than a grand theft auto.

Honestly guys. It could be SO much worse. Let the scratch team handle if it is bad or not. (When I say bad I mean Innapropriate)

He/she never said it would have guns and violence and stuff, he just said he wanted the person to come out of the car like the people do in GTA
