I don't think it's illegal if the bully is 12. If he cut you with scissors, tell someone of a very high authority, but maybe not law enforcement officers. Police don't want to deal with bullying.

Tell instantaneously.  Use nonlocality if you can.  It's quickest.

He cut me with a pocket knife, on my forearm.

I've told his parents too...

Actually, it can still be illegal.  And trust me - police officers want to end bullying.  I had one at my school a few months ago to talk about ti, and he said he has seen some been arrested for abuse and harassment among others.
Anyway, tell someone right away.

Are you joking or are you actually attempting to give good advice?

No, do not just punch him. He's the one with the knife, remember. You'll only make him angry. Instead, tell your parents, his parents, the police even. But bare in mind that if he attacks you, you have every right to defend yourself.

Also, why is he threatening you? I mean, what exactly does he want?

BTW: In the UK, if your 10+, you can go to jail for your actions.

If it was me, I would SERIOUSLY do this.

If I was going to do something like that, I'd send it to the police, or his parents or my parents, not blackmail him.

How about blackmail him and then send it to the parents / police anyways? Play it like a true winner
