Scratchers can post in Miscellaneous, and they can edit their posts, and delete their posts, and that's it, I think.

They can also have signatures, apply to be curator, and enter the mod elections (I think).

I thought New Scratchers could be apply to be a curator, but just had very slim chances at getting approved.

And add images. But those are all features though you have to be at least 13 to run for mod

Secs you have to wait between posts: New Scratcher= 180/ Scratcher= 60
Can post in misc forum?: New Scratcher=No/ Scratcher=Yes
Can posts images?: New Scratcher= No / Scratcher= Yes
Can posts links?: New Scratcher= No / Scratcher= Yes
Can have a signature?: New Scratcher= No/ Scratcher= Yes
So pretty much, scratchers get to do a little bit more. All you need to do is be active on the website and forums and you will be able to access all the things scratchers can.
EDIT:
-----------
Scratchers can also apply to be a curator.
Curators can pick projects to be on the front page every week for a certain ammount of time.
Scratchers can also delete and edit their own posts.

You can physically apply to be a curator, but I think there is a 0% of you being picked.

I think New Scratchers have to wait 360 seconds in between posts, and Scratcher only have to wait 60.
