This isn't an app, but if you want to do some funny stuff, turn on international keyboards.
Go to settings, and under general, there should be an option called "International." In International, click "Keyboards." It should say "English" and "Add New Keyboard." Click the latter. add as much languages as you want from the list and tadah! You're now multilingual!
For more stuff, get new language sets or the emoticon picture set.

It's a 32GB iPad2, no 3G, unfortunately. Oh well, it's free. 
Edit: I do not know whether to thank you for showing me an awesome new game or hate you for ruining my productivity.
