The reason most sandboxes are T is because what you can do in them. Many give you options to attack and kill civilians (The elder scrolls 3: Morrowind, for example.)
That said, I LOVE sandbox games. They have insane amounts of replay value, and are my 1 favourite thing in games, the second are mods. Some games that aren't sandboxes feel like them. Halo 1 for example, in which it starts out narrow, but when you crash land, you discover this really huge and beautiful world, meaning no gameplay was the same because some people would change their tactics on what environment they are in.

Actually, it was because Obsidian was being a bunch of liars.
In one area, they said to the ESRB there was a human corpse, but it wasn't in detail and in the dark. But then people complained that if you carry a torch, you could see the corpse rotting, with some parts of the body visable.
