If you have a video, convert it into animated .gif, import the animated gif as a sprite, and then tell the sprite to cycle through its costumes:
Oh, and this should be in All About Scratch.

First download Scratch and then you drag and drop the blocks from the left side onto the script panel. You can add/delete sprites as well as changing their costumes. The blocks may seem a bit complicated at first but you can use the Scratch Wiki to help.
