I haven't found everything yet to make a good techno song but I have found one very good website

newground's audio portal has alot of downloadable music and its all legal if you credit the author

I have SawCutter, a good program for techno music. Since the official site says it got "malicious software" when I try to visit with Firefox, I'll upload it to Mediafire: Linky

Also, TuxGuitar is good for techno music if you use the right MIDI sounds: Linky
