What is Protect IP?
Protect IP, also known as Bill S.968 is a bill created by the U.S. government that allows the government to censor websites and sue websites easily if they have any content not owned by them. For example, a home karoake movie would be censored for having copyrighted music.
How could it affect Scratch?
Most Scratchers carelessly post logos and names from major companies like Apple, Adobe and movie companies. Technically, this is illegal and if the bill passes, Scratch would probably get censored almost immediatly.
How is it enforced?
The government wants to hire 22 special agents and 26 supporting staff at $47 million to enforce the bill.
What is the penalty?
The government would be allowed to put you in jail for up to 5 years if you disobeyed the law. This means that a two year old's parents could end up going to jail for their daughter posting a home video with music in the background.
What are the chances it is passed?
Since most of the internet community is against it, it will probably never live to see the light of day. However, since internet users don't vote, it could still pass. It will probably get passed some pre-stages and the president will most likely veto it.
Is this a good or bad thing?
That's up for you to decide!

Technically, this is illegal and if the bill passes, Scratch would probably get censored almost immediately.
I doubt it would be shutdown immediately, in fact like JJRocker said, maybe people are exaggerating and if the copyrighted thing is posted legal, it would not be censored.
Everyone on scratch so far has shown the worst lets calm down and look at the pro side.

Interesting opinion. I'm having a hard time picking my side!
I don't want the internet to be censored but I also like a little control.

It probably won't get passed. There are just too many websites out there with such content to be monitored easily. More likely, they'll just prevent people from making money off of things like that, like it is with Youtube right now.

And to think... that this is all because of lobbying by big companies. Lobbying? Bribing more like

It wont pass. No chance. NOT A CHANCE AT ALL. So many acts like this have failed that its chances are pretty much nothing. Plus lots of big companies like mozilla and google are against it. We have nothing to worry about. But everyone, set up your own internet servers right away and link to them to protect us from the damage to the internet that is incoming.

I'm not sure when it will be decided. Depends on a couple things.

This is an American bill right?
So instead of improving the economy, lowering high gas prices, increasing homeland security, and helping the people, we're making a law on the internet, which is world wide, to ban the use of copyrighted material? Somebody should copyright words like a, I, you, and, and the then.
