My rotational scrolling (in which the sprite remains stationary and the map rotates and moves underneath it) is now working and online at:

That's pretty impressive. When I saw your first post about "Complex Geometry", I thought that you were hoping for something that Scratch wasn't going to be able to do. I haven't figured out what's going on, but I'm surprised at how little the code "boiled down to". (Though I appreciate that you must have done lots of head-Scratching to get there.
I wonder if the Scratch team ever expected to see some of the things that are being done? I know that when I first discovered Scratch (I read about it in a magazine in a waiting room), I didn't expect that it could do what it can.

Please have a look at: http://scratch.mit.edu/projects/EdnaC/33613 In this game, I took the other approach by "wrapping" the sprite motion around the environment (flying out one side brings them back into the opposite side). I posted a suggestion about making this a "built in" function for sprites, but it's actually very easy to do.
