I am thinking that in order to further more SEO spam, there should be more restrictions on users that haven't uploaded any projects, favorited any projects, friended any users, made any comments, or done something that a spammer is unlikely to have done.
These users wouldn't be able to post any URLs at all (whether clickable links or not) and would have a longer wait time between posts (maybe 300 seconds or something). Another possible feature would be to make it so that it takes fewer reports to autoban them.
I know that due to how the current forum code works, that would be rather difficult, but since the 2.0 code is new, this might be a good idea.

one problem i can see for not letting people on the forum for three days is for people who actually need help with projects quickly- which i have found is one of the most common reasons people post.
Prehaps you should only be able too post once you have made a project like you say because that will solve both problems

I didn't mean not let them on the forums at all, I meant just give them longer time between posts (maybe 300 seconds) and not be able to post URLs at all.

That won't stop real people that are spammers, though. My method would make a pretty effective shield against real people who are spammers, though.

I think it should just apply to people who haven't posted a project. I mean, that's the first thing you should do if you're new, right?
And most spammers won't bother to waste their time downloading Scratch but since 2.0 is online they may be willing to make a (blank) project...

Some users need help before they can post their first project, so I think that 3 days and 1 comment, 1 favorite, etc. would be enough.

I agree with that too, but I was just pointing out that it is possible to upload a spam project. Even if they start to do that, I doubt that they will be able to wait 3 days.
