Your account will not be blocked. It will have a message that says: New Scratchers cannot post links to websites outside Scratch. Please remove all URL tags that contain them." or something along those lines.

You can see whether a user is a moderator by looking at the rank written below their username.
New Scratcher: New to the website, these have some restrictions
Scratcher: Users on the website who have had a specific amount of activity in the past, this is the majority of users
Community Moderator: Can ban users, move topics and edit any post on the forums
Scratch Team (or Scratch Team at MIT): A member of the Scratch Team who helped in the creation of Scratch (with the exceptions of Paddle2See and cheddargirl)
Yeah, there's a couple of other ranks like Collab Counsellor but I'm not sure what they mean.

Backlinks for the sake of SEO purposes result in a site ban. SEO spam isn't welcome here, let alone on edu sites in general.
